You need:
Get many colorfull ribbons!
Lots of money of course!

What you do:
Take a dollar bill, fold it like a fan horizontally.
Fold the dollar bill in half.
Tie the ribbon in the middle.
Keep doing it to the desired size of the necklace.
You can also put other stuff on it like bows and more ribbons and curl it.
Then connect the whole thing together to form a necklace.
Then open up the folded bills to form a flower shape. If it does not hold use tape or something to put it together.
Put something in the middle of the flower bill to make it look ever more prettier!
